According to that cartoon Obama is trying to bail out the rest of the world instead of the US. It doesn't make any sense.
If you use the boat analogy, the best way to bail out a boat is to turn it over and dump the whole thing all at once- kind of sounds like this large spending bill, doesn't it?

The ocean is not the world. The problem is not the world leaking into our country. (Well, in this case) It represents a set of circumstances that the USA faces.

I think, maybe, it's alluding to Obama's statements that we need to bailout delinquent home owners in order to keep the rest of us from falling victim to the economic crisis...?

The boat represents the United States. President Obama represents the water. The water represents President Obama. The bucket represent President Bush. The letters "USA" on the back of the boat represents having something painted on the back of a boat.

I haven't read "Dilbert" in ages, but this strip is a good one and making the rounds online today (a friend e-mailed it to me, saw it posted on a blog I read, etc.).

In 2007 boaters were required to place the names of their vessel on a flag and the name of the body of water they are in on the rear of the boat. This was done to stimulate the boat letter painting sector of the economy.

I say the 'ocean' is a metaphor for man's hope in a troubling world, and Obama is trying to scoop 'hope' into our 'nation' - the boat.

So he is 'bailing' the 'hope' into the 'nation' to keep it from sinking.

It is the USA (the boat) taking on the finanical problems of all the companies (the ocean). The ocean is much larger than the boat because, comparatively, their financial problems are so huge.

I sure don't see how this could be taken as a global/world thing in any regard.
