It's a KPM track from 1970: Alan Moorhouse "That's Nice"
EDIT: Aside from being a library music pimp like myself and digging out the old LP, you can hear it on the second Sound Gallery comp from Scamp. Not as good as Vol. 1 IMO, but it has some good tracks.

Yes, that was Harry Reems and YES that's the correct song. I later youtube'd the song and noticed that it was used in the end credits of Trip with the Teacher 
I own that movie and was actually thinking of watching it for the exploitation challenge. That had to have been the last time I heard it.
