To answer this, I've tried to ask myself which artists still excite me with new albums? Which ones have I enjoyed seeing in concert? Which ones go beyond having a few favorite songs, and have really earned the description, "artist?" I've settled on the following (entirely arbitrary) alphabetized list:

My top tier
1. Garth Brooks (some very gutsy songs in his discography, and a great live performer)
2. Waylon Jennings (by no means a role model, but certainly a hero)
3. George Strait (Mr. Consistent)

Followed by
4. Johnny Cash (despite what the bandwagon fans insist about the martyred Cash, his discography is very uneven; but man, were those peaks high!)
5. Willie Nelson (never met a singer he wouldn't take as a duet partner and will cut an entire album just to tinker with a given musical style)
6. Randy Travis (earlier material was much stronger than today's, but he still sounds great)
7. Dwight Yoakam (doesn't go as far as Willie, but has still had his share of experimental albums over the years; a true individual, and one of iconic styling)

There are plenty of other, older acts I've enjoyed over the years, but my interest in them waxes and wanes (Haggard, Jones, Springsteen, etc.). If I were re-building my iPod library, I'd start with the aforementioned seven, and I'd add three acts that have caught my attention in recent years:

8. Melody Gardot (her music is sensuous and mesmerizing; adore her!)
9. Jewel (don't look now, but she's already cut a pop album, a Christmas album, an indie album of lullabies and is about to release her second country album)
10. Norah Jones (four albums into her career, and she's showing signs of only getting started exploring her talent and creativity)

I think the first 7 are pretty solid, the last 3 might change depending on how I'm feeling at the time. I feel like I've neglected plenty of artists that should be reperesented :D
