Based strictly on lyrical Mic skills.
Jay-Z belongs there if you take into account crowd pleasing, style, and beats. He made some great songs but he stole 80% of his lyrics from the guys I've listed above.

Honorable Mention: Reverend Run, Big Daddy Kane, Redman, Gza, Slick Rick (who only really made 1 good album), Cowboy from the Furious 5, Eazy E...
