I think Van Morrison has the most expressive voice ever, but I don't have many definite opinions. "Greatest" vocalist is a pile of crap, anyway. You could very easily say that Frank Sinatra was the greatest pop vocalist ever, but can you imagine him fronting a band like the Beach Boys? They are certainly a pop group, but wholly unsuited for a vocalist of Sinatra's style.

I'd have to go with Bono. He has a unique voice that has gone through a lot of stages and aged quite well.

I love listening to some of the Jayhawks older albums and listening to Mark Olsen and Gary Louris's harmonies. Two of the best, imo. Layne Staley and Jerry Cantrell harmonized very well, too.
