I have to also defend Nelly's Hot in Here as a "party song". It's pretty obvious that this is one of those songs that's not meant to be deep, but just have a beat you can dance to, and a few quotable lines.
One that just boggles my mind is Cat Steven's song about the cab driver finding his old girlfriend in his cab. How can the man who was able to write the wonderful and moving, non-perverted love song from a father to his son write this... this "thing" It's so bad you can't even criticize it, it's just bad.
As for the Shakira song:
A. it's probably translated from Spanish, so it might not make perfect sense.
B. small breasts can be quite nice if well shaped

I was a huge Babyface fan up until a couple years ago, and while I think he's had some of the best R&B/pop ballads of the recent era, some of his generic writing has really bugged me -- and on some of the more popular songs:
Toni Braxton's "You Mean the World To Me"-

The BBC recently ran a poll for the worst lyrics of all time, the winners:
Obviously a very Brit-centric list, but some of those are comically funny.
I'd nominate:

"Superwoman" by Karyn White is one of my favorite songs of all time (I'm a sucker for late-'80s R&B ballads, but it has some of the worst lyrics I"ve ever heard in a song. A sampling:

It's still a great song though.
So is MacArthur Park. The lyrics are may be bad, but thats part of the appeal to the song.

The worst lyrics in a song are pretty much any lyric that tries to use Chimpanzee as a rhyme
