This was filmed in 2017 and is currently available on demand and via all the usual digital video providers.
Looks like one of those 90's straight to video thrillers despite a decent cast. RT reviews for this are bad.

just watched it and it did have a straight to video feel but with a decent cast
It wasn't too bad, had some good moments, but no better than an episode of the TV show 'FBI'

I just watched this from Red Box. It was okay at best. It really felt like a TV crime procedural made as a movie. I'm amazed that they managed to get this cast for it.
Some parts definitely made no sense. Never understood why the cops in this movie didn't arrest and lock up Ben Kingsley's character. Especially after he used that girl as bait to castrate that guy. He was a vigilante.
and I didn't get why Cavill spok with his British accent since the movie took place in either the U.S. or Canada and he was playing a local cop.

Just watched this on prime. Pretty by-the-numbers police thriller with a solid B+ cast. A decent “free” stream.
