Even the best directors who are reasonably prolific make films that are poor. Truffaut and Chabrol (whose films I much prefer overall) are two directors who were quite consistent in quality, but I did not like Truffaut's Small Change or Chabrol's Les Biches.
The only director I can think of who has not made a bad feature-length film is Victor Erice, but he only has three credits to his name over a 55-year career.

We've got to remember that there's a difference between not liking a film and thinking that it's bad. I don't like the majority of Kubrick's work, but I'm not going to be so self-centered as to declare that his films are bad; they're just not my cup of tea. One can enjoy an actual bad film such as The Room, but, by definition, one can't enjoy a film that one doesn't like. So the whole discussion, whether you're willing to admit it or not, turns into a list of favorite directors, precisely because most people can't see past their own tastes when discussing a filmmaker's competence.

That's one of his better and highly regarded films. It's delightful. "I did not like" should not equal bad movie, point made by rbrown above.

Bresson is kind of a cheat code because his trash like Lancelot by the Lake was deliberate.

And speaking of Truffaut I think he wrote something to the effect of "if you like a director you have to like all his films [i.e. it's one big body of work]" which I believe is fairly valid and explains how people can gloss over obvious pieces of cinematic fecal matter like Inland Empire and Cosmopolis.

I can't believe someone mentioned Clint Eastwood who had done a slew of bad/mediocre films. Just shows how non-objective this subject can be.

Well, when I say "I don't like" something, it's my way of saying a movie is not good, to varying degrees from absolutely terrible to fair. I almost never differentiate between liking or not liking something and finding it good or bad. It's one and the same, but of course I recognize that opinion is subjective.
Small Change is critically lauded, but I thought it was below average. It has been quite a few years since I saw it, and I can't remember what I found lacking.

inri222, I agree that Haneke and the Dardennes are among the very best and most unvaryingly good directors of modern times, but with the former I found Time of the Wolf mediocre and Code Unknown awful; and with the latter, La promesse was just fairly good.
I find it extremely hard to think of directors who have made only good films. That's a tall order.
