Obviously, everybody has a different theory on this. Personally, when we're talking "star-studded", I tend to think of names above the title or featured just below the title, actors presented by name in the trailer (and not just in the general credit block). Basically, actors used to sell the film. Again, it's just my measure. I have no idea how this applies to "City of Angels".
And Colm Feore is a star in Canada.

Starring Beau Bridges, Tess Harper, Keither Carradine, Judge Reinhold, and Beverly D'Angelo. I remember it being a fun comedy, but now you can't watch it anywhere.

It was an LA spin on the German film Wings of Desire. As an adaptation of that great film it was a disaster, but it did have a lot of great LA scenery and a great soundtrack.

Don't know if this one would be considered forgetable. I enjoyed this movie even though you could see the plot twist coming a mile away. But pretty much everything both the stars have done since would very likely be considered forgetable.
