How is Cloverfield a shared universe? Seems like it's just random sci-fi movies with the word "Cloverfield" stuck in the title.

Only small Easter eggs so far, they suggested Cloverfield was supposed to be a Twilight Zone or Black Mirror type thing with monsters, not necessarily shared.

Delays.
And it's not like this is some independent feature that doesn't have distribution. For Paramount to just say "nah, not worth it" is kind of telling... if this is even true.
The last one was $15 million budget and had a BO 110mil. Why wouldn't they want to do the same?

2012 script that finished filming in mid-2016, and now it looks like distribution may change hands at the last moment. Those are signs of a problematic release.
The only real "Maybe that isn't a bad thing" is the same thing happened between Paramount and Netflix for the release of The Little Prince -- in terms of last minute distribution changes. And it's also a fairly low budget film (about the price of an episode of any high end TV show), so it shouldn't disrupt much either way, it's possible Paramount just doesn't want to spend the advertising money for it.

Rumors are circulating that a trailer for this will air during the Super Bowl, and the movie itself will be released immediately following the game on Netflix.
