Please help identify a crime/action movie from the 90s.
I was a teenager when I seen this movie. I caught it on Showtime back in the 90s I believe. It is driving me nuts that I can't remember it. I have very little details, and only a couple of them are solid. My memory of it is really hazy.
The main character is a normal build, detective (i think), and he is sporting a nicely trimmed, close shaved full beard. His features are dark hair, and similar to that of the guy in Diehard who is caught getting a snoot full of cocaine. At some point I remember him wearing a black ball cap with the group "House of Pain" stitched on the front in white or green lettering.
The scene: He is chasing somebody and I think they leap from a higher area on the rooftop to a lower one and he slips up a bit, recovers and leaps over some aircon ducts while screaming "Come here Mother------r!!!".
It also seems like he either quit being a cop or went undercover as a guy hired him into his own personal group of bodyguards or assassins. He stops dressing in street clothes and into suits and sunglasses. In the end, I seem to recall them trying to snuff him out and he takes his vengeance.
Any help would be greatly appreciated.

Thanks guys, but it's not Segal. Another said maybe kiss of death, and it wasn't that either. I'm still looking and holding out hope.
