A new teaser shows a brief glimpse of Splinter. The teaser voiceover is likely Splinter's voice too, but that's speculation on my part.

Yeah, it is a Foot Soldier. I read the description in that link after I posted, and the description says that it is a Foot soldier.

It's clearly not Casey since it is holding a knife and has a gun holster on its leg. Casey doesn't use knives and guns.
