Need help finding a dystopian 70's sci-fi movie

I'm looking for a movie and I can't seem to find it. I'm pretty sure it was made in the 70's. All I remember is it dealt with a future where people weren't allowed to have children, so the state was giving couples these creepy dolls instead. I don't think the dolls started killing people, but were a symptom of everything that was wrong. I've only seen part of it on cable, but it looks good.

I have no idea who is in it, other than it was an American or British production in color, and has a similar vibe to other dystopian movies made in the early/mid 70's. I've been netflixing a bunch of these recently, and would like to finally see this all the way through.

Never heard of it before...sounds intriguing enough, kind of like a 70's version of Children of Men.



The actress on that cover shot reminds me of Kate Bosworth.

Kind of reminds me of another movie where couples were only allowed to have one child even if it died right after birth they couldn't have another. The Last Child(1971) with Michael Cole & Janet Margolin. Saw it & it made a big impression on me since I was so young & I have never seen it since.
(In a badly-overpopulated future, where each couple is only allowed one child and where people over 65 are forbidden medical care under a very draconian set of laws, a young couple, pregnant with their second child (the first died shortly after birth) enlist the help of an elderly former US Senator to help them escape to Canada).
