I found this really cool page as sort of a basic introduction to Film Noir and it has really piqued my interest:

Are there good 'starter sets' on DVD out there? Are the ones on this list good recommendations.

Run, now, once you get hooked you're likely to buy every damn one of them.

But yeah, Warner Film Noir Volume 1 is as good a place as any to start if you want a set. Have fun!

Edit - Oh, yeah, from the examples on that page... All good, yes. I would go with Out Of The Past, Kiss Me Deadly, Pickup On South Street and the upcoming release of The Maltese Falcon for starters.

This is my own personal opinion as far as buying.. I prefer Kiss Me Deadly and In a Lonely Place film wise but as a starter set the Warner is ESSENTIAL.

1. Warner Film Noir Collection Vol. 1 (the other sets not so great I don't think)

4. Touch of Evil
5. The Killing
