Another "name that movie" - horror

This was on cable around 1985 or so, so it was probably released between 1980-1984.

A woman is shopping in a grocery store and buys some sausage. A man in a trenchcoat injects the sausage with some kind of poison, and the woman eats it and gets really sick. Later, she's in the hospital and connected to a breathing machine. We see a guy (the same guy?) get into the computer of the machine and change the breath rate to 2 breaths per minute, so she suffocates. I think there may have been a scene later on with someone in a wheelchair, but I'm not sure.

Does anyone know what this is?

I don't remember anything like that in Terminal Choice, but it's a lousy movie so I've probably forgotten.
