It's almost impossible for me to list just ONE movie as the "greatest of all time," but a couple of titles immediately come to mind.
The obvious:
Citizen Kane
Casablanca
The Maltese Falcon
Goodfellas
The Bridge on the River Kwai
The Shawshank Redemption
Not as obvious, possibly flawed, but still incredible:
The Big Sleep
Out of the Past
The Asphalt Jungle
The Petrified Forest
That's just off the top of my head, but I'd have to say that my FAVORITE in that bunch, at least as of this minute, is:
The Petrified Forest
with Goodfellas and The Big Sleep close behind.

Hey, as much as I've always wanted to, I've never seen The Seven Samurai. I'm hoping to correct this oversight in the next few months (but the DVD is damned expensive - and I really want to own that one).
I don't have an extensive list of great foreign films, and since there is a large number of American and British films that I'm dying to see I haven't felt a pressing need to find great foreign films.
Besides, that's MY list, and if some Frenchman or Frenchwoman wants to take issue with it that's tough for them!
(I was going to include Gojira on my list, as the original Japanese version is a very moving film, but it is just a notch below those other films on my list, IMO. Once Upon A Time in the West is close, too, but that's another English language film, even if it was made mostly in Europe by Europeans, albeit with American actors.)

There are probably a half-dozen Japanese films which are better than Seven Samurai. It wouldn't even make it into my top 50 best films list.

Memento is my favorite movie, not sure if I'd call it the greatest film.
