Yes, and this is coming from someone who hadn't seen it until I bought the DVD blind.

I can't think of every movie that year, and I'm too lazy to look, so I based it on those two. And based on those two, I would have picked Pulp Fiction, by a mile.
Edit: I got slightly less lazy. Here are the nominees for best picture that year:
Forrest Gump (1994) - Wendy Finerman; Steve Starkey; Steve Tisch
Four Weddings and a Funeral (1994) - Duncan Kenworthy
Pulp Fiction (1994) - Lawrence Bender
Quiz Show (1994) - Michael Jacobs (II); Julian Krainin; Michael Nozik; Robert Redford (I)
Shawshank Redemption, The (1994) - Niki Marvin
One of the better crops of nominees, IMHO. All good movies (even Forrest Gump--I really enjoyed it when I saw it but in retrospect found it a bit overly schmaltzy). Out of these 5, I would have picked Pulp Fiction, but Shawshank would be close, and Four Weddings and a Funeral (yeah, it's a chick flick, and has some of the most annoying stars ever, but it's damned funny) wouldn't be far behind. Quiz Show would probably be my fifth choice, but it's still a good movie.

Even though I watched Pulp Fiction way more than Forrest Gump, I still vote for FG. Both are very excellent plus I don't really care what movies get Best Picture.

I love Pulp Fiction, but I think Shawshank Redemption has to be right up there too. As time goes on, I find myself popping Shawshank in the dvd player more often than Pulp Fiction.

Wow, Forrest Gump, Quiz Show, Shawshank Redemption and Pulp Fiction were all out that year? I would've had a hard time choosing between those four had I been voting. I've never seen Four Weddings & a Funeral, so I can't comment on it.
Between FG & PF though, I'd have to go with Pulp Fiction. Even though I enjoyed both films immensely, I thought PF was just a touch better.

I think Gump deserved it. Although i can see how a case can be made for both Pulp Fiction and Shawshank. I love them all. But something about Gump always warms my heart

While Forrest Gump was also excellent, Pulp Fiction was the defining film of its decade, let alone its year. It certainly should have won Best Picture - but the Academy wasn't as daring in those days.
If it was up just a couple of years ago, or if you could have the Academy vote again, I think we'd see PF win.

I'd put Shawshank slightly above Pulp Fiction, and both miles ahead of Forrest Gump.
Of course, I don't like Forrest Gump, so I'm not the best person to ask when comparing movies to Forrest Gump. But I do love both Pulp Fiction and Shawshank Redemption, so I can compare those two.
