The film with the most foul language is Gary Oldman's Nil By Mouth. "F**k" and its variations alone are used at least 470 times, an average of about four times per minute.
This is a tough question, as some films are much longer than others, and some films are much more talky...

In a script I wrote a long time ago, there was a scene with a barbershop quartet that covered rap songs. Later, during the credits, the main characters would come on and complain that no-one would remember the film, that the film would have no place in the history books. One of them has an idea; he walks off the screen and pushes the quartet onto screen, who then proceed to sing a very melodious song consisting of the word "f**k" uttered at least 300 times, just to break the record and give the film a temporary place in the annals of cinema.

I don't think Pulp Fiction would even be in the top 10. Hell, Reservoir Dogs has more language than PF.
