Theoretically, yes. The last time I was there it looked like there was plenty of sewage too. It smelled pretty ripe too. I forget the town I was in. It was just south of the airport, IIRC. And I stand behind my statement about the runoff canals near the Tijuana border. They are nothing more than open sewers.
