Nazgul aren't dragons.
From what I here, ROTK will have dragons in it but it's not out yet so it doesn't count.

Not the Nazgul, but what the nazgul are riding on the big flying things that looks a hell of a lot like dragons to me).

They are flying on "Fell Beasts" ('fell' is Tolkien's archaic word for 'evil'). They are corrupted carrion birds in Tolkien but he acknowledged a resemblance to pterodactyls. Morgoth or Sauron could not make new beasts but could only corrupt existing life. Either that or they would have to invest part of their own being into them which would make them more or less independent but it made their maker weaker.
