I've been racking my brain for the past couple of weeks and for the life of me I cannot come up with the name.

Unfortunately, the only vivid scene that I remember is the US embassy in Saigon (?) and people trying to climb over the fence as the marines try to keep them out save for US citizens.

Oh, one more thing, I remember seeing this in the 80's or very early 90's.

First movie that came to mind for me was Oliver Stone's Heaven and Earth.
