What is Broadcast Depth?

Is it a certain distance from the surface, or a certain distance from a communications cable?

From: 30-minute drive from Tampa HR....
I'd presume that to mean from a communications cable via a wireless connection.

Anyone else?

Yes, it must be wireless because
Spoiler:
in Last Flight of the Osiris, the ship was moving while the girl was in the Matrix! Did they just need to stay near the surface while they were being chased or follow the communitcation cables?

Take a wireless computer and move it slowly farther away from the source. it will eventually lose signal the further you get away from it. while you can move around it's range to still be "connected". works the same way. They just needed to be in the zone to broadcast.
