The 9 hours was the time until the Sentinels reached the perimiter defenses. They now have 24 hours until the Sentinels reach Zion. That was my understanding at least.

From: To you, Here is there
I noticed that the second time I watched it and tried to figure it out more the 3rd time...
But you know what?
He did not know of the Sentinels rate slowdown (or speed up) of 9 hours (not at the time he said 24hrs anyway) he will probably know and ultimately have control of the machines in the 3rd movie.
So he can stop them after he figures out how to control them, probably just after Zion is destroyed.
If you read my work on the reasons of Zion's destruction and sop forth you know why Zion does not matter...

At the begining, when the captains are meeting and talking about the scans from the Osiris, they are complaining about how the squiddies got all the good broadcast spots. Then someone comments that if Niobe is right, in "72 hours" there's going to be a quarter million more. Neo was at that meeting... it seems reasonable that 48 hours pass in the course of the movie, so that would leave 24 hours.
