For Your Eyes Only definitely. Moore's most serious outing as Bond. Great action scenes(the slow speed car chase was particularly inspired). A gorgeous Bond girl who could actually act. Topol's Columbo was a cool sidekick reminiscent of Kerim Bay and Marc-Ange Draco. And it had a nice touch of continuity with Bond visiting Tracy's grave and finally offing Blofeld.

If it had a John Barry score, a more effective villain, and none of the Lynn-Holly Johnson scenes, it would've cracked my Top 3.

I'm going with THE SPY WHO LOVED ME, as it's always been a favorite, and was the first BOND movie I actually saw in the theaters. FOR YOUR EYES ONLY is a pretty close second, though.

The Spy Who Loved Me. It was pretty much exactly like You Only Live Twice, only with submarines instead of spaceships. The score sucked though.

For Your Eyes Only, although primarily because a.) it's the first Bond film I ever saw, and b.) I had a huge crush on Sheena Easton at the time.

The Spy Who Loved Me in a photo finish with The Man With The Golden Gun.

The Spy Who Loved Me is probably one of the best Bond movies made out of the entire series. For me its the essence of Bond.
