Help identify title

I found this at a $1 shop and can't find it online.
It's PAL so I don't have the capability to play it, so I thought I'd try to sell it but can't find a good translation of what it is.

I did some sleuthing but wasn't able to nail it down. It seems to be a TV series produced or released by the Beijing Television Art Center Audiovisual Publishing House.

To add to what Norm de Plume has found, the DVD appears to be the first volume (of two or three) of comedic sketches about scams. I found a Chinese-only listing for the DVD at https://www.136888.com/new/goods.php?id=2013214, ran a couple of the chapter titles through Google translate, and got

1. Baking Powder Scam
2. Fraud by Posing as Acquaintances

My best guess is that this is supposed to be an edutainment collection with emphasis on broad comedy. You've probably figured it out already, but the DVD is not at all English friendly...its only subtitles are in Chinese.
