Street Fighter 2 Animated UK blu ray release

Now from what I can gather the Japanese version is 100% uncut for both audio and video, but the English dub is heavilly censored.
I was wondering this:
1) What is the AR of this release?
2) Are the English subtitles forced or optional?

So according to this review it is non-anamorphic? Damn. This anime is cursed never to have a perfect release anywhere, right there with the pre SE Star Wars trilogy,
