Any R but R1?

I am especially interested in non-English films with English subtitles, but would be curious to know the state of things in general (France? Germany?). I am a huge fan for removable (dvd player generated) subtitles, you see. So far, the R2 titles I've bought all have the subtitles burnt in.

In UK, do English language films have optional subtitles? For example, I'd like to get My Name Is Joe on DVD.

Any sites that shed light on this subject?

I have no knowledge of any German DVD with burnt in subtitles. There're some that have non-removable (but player-generated) subtitles if you choose the original language track instead of the German dubbed one. This has to to with the license the German distributor bought. The first Conan movie is an example for that, but I think that's not what you're interested in.
In Germany only the major releases by Warner, Paramount and so on have English subtitles, but most of the others don't.
In Spain there are some Spanish movies available with removable English subtitles (Abre Los Ojos, El Milagro De P. Tinto, Muertos De Risa if I recall them correctly).

...why do people think subtitles are "dvd player generated"? It would have to be a very clever player indeed, one that could 'hear' the dialog and then provide a running translation - in print! - as the movie is playing...

Subtitles are separate 'streams' on the DVD - just as various language tracks are separate 'streams'.

When a movie on a (European) Region 2 DVD features subtitles in several languages, these are ON THE DISC (not generated by the player!).

Depending on how the disc is encoded (this varies from disc to disc, from releasing company to releasing company) a person watching a movie can either call off one or the other subtitle/language 'on the fly' or a person must go into the disc's 'Menu' to call off the language/subtitle (s)he wants.

For instance: the made-in-Germany CTR DVD of Stuart Little features three DD 5.1 soundtracks ('streams') - original English, German dub, Schwyzerdütsch (Swiss German dialect) dub - and a choice of two subtitle languages - English and German. Dubs and subs can be called off on-the-fly.

Another example: the made-in-France BV DVD of Instinct features four DD 5.1 language tracks (Emglish, German, French, Italian) plus one DD 2.0 Surround track (Czech). None of these can be called off on-the-fly, but have to be set in the Menu's 'Setup' chapter.

The disc also features eight subtitle tracks (French, German, Italian, Dutch, Croat, Polish, English for the Hearing-impaired, German for the Hearing-impaired. These subtitles can be called off on-the-fly.

On a side note: it's fascinating to hear Cuba Gooding, Jr., or Anthony Hopkins, or Donald Sutherland speak fluent Czech while trying to decipher what the heck they're saying by reading, say, the Italian subtitles...

Just thought I'd point this out...
