I have 2 preorders from Express and I want to change them to gift to not pay customs but can apparently not since I already placed them... but one order is 18$, do I pay customs for one under 20??

An $18 dollar order wouldnt have any problems with UK customs.

Does anyone know if Express declare costs before or after coupons?

The customs limit is $20 CDN which translates to ~$13US. So if your order was $18US, you'll be charged if they decide to inspect it or if the price is declared on the green customs sticker.

They ignore coupons - they price on the site is the value that is declared.
