I think you're getting confused. To thebest of my knowledge:
Customs will only hold the DVD if it is not allowed in your country of residence.
You will pay any charges incurred when the postie delivers your DVDs. When my Kubrick box set was delivered I had to cough up just over twenty quid there and then.

The Postie did the same to me. A friend had sent me a model I'd wanted, but mislabled the box from $35 to $350!
I nearly had a heart attack when the postie guy asked for £75 in import tax. Luckily I was able to prove the real value and the import centre let me off the £75, but for a while my knees were very wobbly.

A friend of mine had a similar experience to that Jon. Fedex hit him up with a bill for A$120 about a week after his shipment had been sent to him.
Just as a rule, I only order around A$250 maximum at a time.
