UK DVD without French subtitles.

I am sure that there is a perfectly logical explanation for this, but can anyone tell me in simple terms why it is that when I buy an English speaking DVD in the UK it has sub-titles for most European languages but usually with the exception of French?

Maybe it's a shot at the French since they put out so many DVDs without English subtitles?

Many Pan-European releases exclude French because there a package rights-contracts that cover Gallic markets only (Belgium, Monaco, Switzerland, etc). In these regions a great number of the Pan-European releases you see in the UK do not overlap.
