Discontinued? That would be the Belgian/French DVD. Many years ago.
There is another Region 2 version and YesAsia sell the Japanese DVD. It's anamorphic. No subtitles but then since the film is 99.99% music there is no need. Very nice image.
If you don't have a problem with customs charges you might find it a little bit cheaper from Japan.

Yes, the french edition is out of stock everywhere and a search on ebay.fr gave no results. The japanese edition is the only solution, try at yesasia as Reservoir said or at cdjapan here (region 2 & japanese subs):

I hear there is no talking dialogue in this movie, but isn't there dialogue in the songs that need to be subtitled to understand what they are singing about? Or is most of the music in this movie without lyrics?

The few subs are translations of the lyrics but there not essentials to understand the situations. For example, there's a sequence with an old lady singing "Auschwitz", she has a number tatooed on her left arm, the camera is shooting her and then some barbed wire that's all. There are no sequence or subs to explain the nazis exterminate around 200000 gypsies in concentration camps.
