Your best bet is still St. Marks Kim's Video. They may seem expensive, but it's still a bit cheaper than getting DVDs from other countries and their shipping costs. Definitely don't buy any Chinese/Hong Kong DVDs there, because you can get them for pennies in Chinatown.
Chinese non-Region 1 DVDs: Chinatown, particulary in stores on Bowery St., corner of Canal Street
Korean non-Region 1 DVDs: Little Korea stores on 32nd street area at midtown
Russian Region 1 NTSC and PAL DVDs: Brighton Beach, Brooklyn
France/Italian PAL DVDs (made by Russian DVD companies): Brighton Beach, Brooklyn
Indian Region 1 NTSC DVDs: Jackson Heights, Queens
Japanese non-Region 1 NTSC DVDs: Book Off, on 41st Street, near huge NYC library, and in other Japanese video stores scattered around the Grand Central midtown area
Polish NTSC DVDs: Greenpoint, Brooklyn
