It's available in Japan from Toho Video (Region 2) but unfortunately, like most Toho DVDs, there are no English subs (I'm sure that there are some English subbed bootleg versions available, but we won't go there).
Anyway, the legit DVD can be found at CDJapan, and Amazon Japan:

No Region 1 release yet, but Columbia is releasing some vintage Godzilla films here now, and Media Blasters will be releasing some Toho non-Godzilla SF films next year, so maybe one of those companies will release this. (unless there is some possible problems due to the rights regarding the King Kong and Mechani-Kong characters?)
