Is the R2 DRIVE DVD supposed to be shrinkwrapped?

Is the R2 DRIVE DVD supposed to be shrinkwrapped?
I received an order from Amazon.uk recently and my DVD of DRIVE wasn't shrinkwrapped. Because of this, the case was pretty badly scuffed up.
I've since written two e-mails in two weeks to Amazon.uk to complain, but they have yet to respond (a whole other problem...unbelievably crappy customer service for a company affiliated with Amazon).
Then, today I read a post on another board, where someone happened to mention that not all R2 DVDs are shrinkwrapped. Can that be true? As much as I hate the waste of shrinkwrapping, I can't imagine buying a new product that was just sitting open like that on the shelves. Here in the U.S. we call that "used"...

i've recieved several dvds from Amazon UK lacking the sw.
they told me this was common sometimes.
i didn't like it either.
but i'm not going to go to the expense of sending it back to them.
thats one reason i would rather buy from an importer, or wait for an R1 or R4 version
