I thought I read somewhere here in DVD Talk that the short film (can't remember if said it was "Nervous" or not) was a bit of backstory about the two cops.

Nervous is a side story about the two cops, that correct. It's basically an interrogation scene. It was directed by Yudai Yamaguchi, Versus's the 2nd unit director. As far as I know, Ryuhei Kitamura had nothing to do with it.
Down to Hell was Ryuhei Kitamura's first flick. It's only about 50 minutes long, so whether it's a short film or a feature-length flick is your call. I haven't found it, but I REALLY want to see it.
The 2 disk set is awesome, by the way. The group commentary is hilarious.
