In PAL countries, are films shot at 25 fps or 24 fps (theatrically)

I see a ton of threads worrying about the 4% PAL "speedup" but I still can't really figure out whether a film from a PAL country is originally shot at 24 or 25 fps. What I started wondering is whether an NTSC version of a european film is actually a bit slow if originally shot at 25fps (or whether the 3:2 algorhythm is altered slightly?). Most of the people that I see complaining about the PAL speedup are people purchasing movies that were originally NTSC and then converted to PAL and thus sped up, but I still can't figure out whether, for instance, a French film is sped up even in france on DVD, or whether it is shot at 25fps in the first place and the speed only changes when it is converted to NTSC.

I hope this makes a tiny bit of sense to someone. Thanks for any help.

Most, if not all, movies are shot in 24 frames per second. When the transfer is done in PAL they don't do any adjustments, and it plays 4% faster at 25 frames per second. When the transfer is done in NTSC, 3:2 pulldown is done so the movie will play at the proper length at 29.97 frames per second.

...European made-specifically-for-TV movies are (probably) filmed at 25fps - simply because often they mix 'filmed' (on film stock) sequences with 'videographed' (on tape) sequences...

...however, with very rare exceptions[°], theatrical movies around the world are filmed at 24fps...

[°] ...e.g. IMAX films, the Todd-AO version of "Oklahoma!"...

. . . . . .

So things like The Decalogue and BBC's Coupling should be purchased in the PAL format if I want to avoid NTSC-slowdown?
