I mean, What region is Traffic The Criterion Edition?
All Regions 0 or Region 1? Because on Amazon.com is all regions 0.

Recent Criterion discs have been region 1.
Considering this is a big name release (like Armageddon), its likely that the features will make their way onto SE editions in other regions.

BTW, the Traffic DVD will be delayed for awhile because of some production problems.
I tried to get a copy recently, and this what I was told by Criterion.
