Who is this HK actor? Help please!

Hoping someone can help me ID a HK film star please and perhaps shed some more light on him.
He was in Wheels On Meals and played an inmate of the insane asylum (I think he was the one carrying the bucket & spade and looking for the beach).
He's also in Millionaire's Express and is on the cover of the DVD, second row, 3rd from the right.

He is fairly dark-skinned, has a moustache and has always reminded slightly of Sammy Davis Jnr.!

I'm sure I've seen him in other HK films and I like his quirky characterizations.
Any of the experts in here able to shed any light on this actor?

After looking at his filmography I'm not surprised I recognized his face!
Don't know how I could have forgotten his role Kung Fu Colt Master!

I haven't seen Richard Ng in too many movies but he was very good in Boys Are Easy as the lonely widower with daughters Brigitte Lin, Maggie Cheung and (be till my beating heart) Chingmy Yau, along with a bunch of other stars. Sandra Ng shows up as a golddigger and steals the show. Too bad this one isn't on DVD AFAIK, Ive only seen a lousy print last year on the International Channel and godawful streaming video from Cinemanow.

He's been in a lot of movies. Most notably are all the Lucky Stars movies as one of the 5 Lucky Stars, and the Pom Pom series.
