A VCD is just a CD with certain types of movie files on it. They can not be region-encoded.

I didn't mention that because it doesn't really matter. ALL VCDs, PAL or NTSC, can play on all computers. And DVD player that can play VCDs, can play PAL or NTSC, no matter what type of TV you have. People watching PAL VCDs on an NTSC TV will notice that the picture seems slightly vertically compressed, that's all.

If this isn't already part of a local FAQ perhaps it should be. I believe that the PAL (mostly non-) issue came up in previous threads also: <A HREF="http://www.dvdtalk.com/forum/showthread.php?s=&threadid=152318" target=_blank">one, two

As this has now been asked and answered I'm closing it.
