There's a French DVD due out on October 2 though it looks like it doesn't have Englsih subtitles. Here's a link:

It would appear from those two links that the only subtitles are for the hearing impaired...presumably in French.There is a commentary by Jeunet the director though,but presumably that would be in French too.
