Just to make themselves look more important, although it could be argued that it is accurate I guess.

From wiki: "A white paper is an authoritative report or guide that often addresses problems and how to solve them. White papers are used to educate readers and help people make decisions. They are often used in politics and business."

i have a lot of white papers, but it doesn't seem to edumacate me any.
