No, ebay had to send them directly to you to be of any use. They are account-specific.

The $10 shipping coupon worked like a charm. Used it to get some small items that typically have high shipping rates compared to their cost (8GB USB stick for $9.99, 40-pack of Mach3 razors, and a box of AAA batteries).

Still haven't found a use for the 10% coupon yet, have to do some more shopping!

You can't use both and the shipping coupon is by invitation only. If you didn't receive an email with the code it will not work since the email is linked to your paypal account.

Is the shipping coupon $10 off shipping price for EACH purchase? or $10 total for 3?

Up to $10 off each purchase. I save almost $30 total.

Just used my 10 off coupon a couple of times, it is really hard lately to find anyone with that much shipping, everyone is being all reasonable with the shipping, Perhaps that is why e-bay cracked down, so they could give these kinda coupons out?
