JcPenney, Kohl's, Elder-Beerman, always have very good sale prices for higher thread count sheets.
I have to buy deep pocket sheets so I do not ever purchase them anymore from store like (TJ Maxx, Marshalls, Burlington, Ross, or outlet malls) because they sell irregular sheets that do not fit as well. If you have a standard mattress, than those store are a good place to find bargains.

Bed, Bath & Beyond's clearance section sometimes has good bed sheet deals.
shopNBC.com had a $30 off coupon several weeks ago, where they had high quality 400 t.c. twin sheet sets for ~$6, after coupon.
