This is nothing new. They have been doing it before in other releases. Off the top of my head, they had cartoons in The Adventures of Robin Hood and Casablanca.

Burbank, Calif., October 26, 2009 – On February 16, Warner Home Video (WHV) will celebrate the 20th anniversary of director Martin Scorsese’s gripping film GoodFellas, which film critic Roger Ebert called “the best mob movie ever,” with a new and enhanced Blu-ray book version. Featuring exclusive 34-page Blu-ray book packaging filled with fascinating photos, film facts and insider information, this 20th Anniversary Edition will also include two commentaries, three featurettes plus a feature-length documentary entitled, Public Enemies: The Golden Age of the Gangster Film, which explores the invention and development of the crime genre. GoodFellas 20th Anniversary release will also coincide with Martin Scorsese’s upcoming crime thriller Shutter Island starring Leonardo DiCaprio.
GoodFellas will be available for $34.99 SRP. Order due date is January 12, 2010.
GoodFellas explores the criminal life like no other movie. Following the rise and fall of a trio of gangsters over 30 years, it’s an electrifying, fact-inspired tale of living – and dying. Based on the true-life best seller “Wiseguy” by Nicholas Pileggi, the film earned six Academy Award® nominations, including Best Picture and Best Director and was named 1990’s ‘Best Film’ by the New York, Los Angeles and National Society of Film Critics. Hell, it might even be the same disc. Although, if the cartoons are HD they would obviously need to go on the first disc if the second is a DVD.

Based on the given information, this looks like a cash-in repackaging of the existing disc. To amend my previous statement, I will not be buying this just for the digibook if the disc-based content hasn't changed at all.

Warner seemed to have turned it around when it comes to lossless audio, other than just one or two small exceptions...specifically, I am thinking of the latest DC animated title (Batman/Superman: PE), which went back to plain DD after Green Lantern and Wonder Woman both had TrueHD......
It would be a major error on their part to reissue this title without a lossless audio upgrade....I seriously doubt they'll be able to convince hardly anyone to double dip based on packaging alone...

But they may not be banking on existing owners double-dipping. By repackaging the existing disc with some additional features on a separate DVD under the guise of an anniversary edition, they can charge new adopters a much higher price for a disc that has otherwise become a budget catalog title. I wouldn't put it past them. I'll be very happy if I'm wrong though.

Soooo...essentially what's the difference that we know of on this Blu in comparison to the old Blu. Besides the packaging, that 2nd disc and booklet. What we're looking for is a better picture and sound right? Supposedly the older one lacked in that dept? So far...all the same features are there though.

Guess I don't see the point of this second Blu-ray release when so many have been clamoring for Blu releases of films they haven't released once yet, such as GRAND PRIX and FORBIDDEN PLANET, already out on the defunct HD format and apparently looking pretty stellar.
