I have been told this add on for the xbox 360 upscales if you use the VGA cable, if this really is the case does anyone know how this compares to a standalone such as the samsung 1080p7?

You don't need the add-on to upscale standard definition DVDs. The Xbox 360 itself will upscale SD DVDs with the included drive, provided you're using a VGA or HDMI connection (HDMI is available on the Xbox 360 Elite system).
