With the upcoming release of the Bourne Ultimatum, I am wondering how long it takes before Universal releases the title in a non-combo format. what's the usual wait time?

To my knowledge, only Universal titles that were already catalog releases at the time of their combo release have been re-released as non-combos. In fact, the only ones I can think of are Unleashed and Army Of Darkness.

I don't think Universal has given any indication they plan to re-release day-and-date combos as non-combos. WB is the one that has stated they may start doing this more.

Universal has only re-released previous catalog combo titles as non-combo titles. So that would be never.
