Here's the latest on this from Amir:
There is no spec or proposal in front of DVD Forum for TL-45. However, there are companies working on TL-45. When/if it gets proposed to DVD Forum, you will be able to get the status from public records of DVD Forum.
So the answer is that zero percentage will be in TL-45. We don't need the capacity as evidenced by superb quality of Batman Begins with IME, and TrueHD soundtrack.

This jives with what Amir said earlier, that TL would only be introduced if specifically requested by a studio. It seems clear that the studios don't see it as a necessity. I think, as others have speculated, studios would prefer to make 2-disc editions.
