Why do some threads not have the "goto last post" function?

I've noticed not all therads have the arrow associated with them to go to the last post. Seems odd that a thread with 17 replies does not have it while one with only 6 does. Is this a random glitch or what? (The aboe example is from the Will Click forum but I've seen it elsewhere too...
