No, it was added during an ad hoc smilie loading frenzy.

It was removed it since it was being used excessively and becoming just a standard thing that someone would post in a thread that had anything to do with a woman people would want look at. And of course, as intended, once it was there some people would feel obliged to insert a nice big work-unfriendly picture of that woman that would require moderator intervention to change to a link or in some cases move to Adult.
