no option to upload or put a hosted URL as an avatar?

on the avatar page, there is no option for me to set up an avatar for my account. there is no option to upload an avatar from my PC, or to put a URL. what's the deal?

That's because regular members aren't allowed to have avatars. Only administrators, moderators, and reviewers can.
